Introduction

Necessity and goals of the DGPS/RTK DGPS/RTK national network project
The main purpose of this project is the completion of implementing of a high precision positioning and navigation system throughout the country. At present, the attainable precession available for the users of this network is at centimeter precision level for precise construction and surveying applications and at decimeter for some other applications such as navigation.

To better clarify this purpose, it is good to know that some of the most important results of this project include the followings:

* Precise real-time positioning at some centimeters precision level.
* Time saving and acceleration in the execution of construction projects such as road and dam construction, mapping and etc.
* Time and cost saving inimplementation and execution of oil and gas project including oil and gas pipelines.
* Preparing accurate and big scale urban and cadaster maps.
* Updating of maps and spatial data in Geographic Information Systems (GIS) and crisis management.
* Preparing necessary infrastructure for National Spatial Information System.
* Preparing maps and accurate sea charts to plan and execute marine structures and projects and marine navigation.
* Positioning in marine plans and projects such as establishment and construction of oil and gas platforms and seabed pipelining.
* Accurate buoyant navigating and positioning within the coverage area with emphasis on ports and harbors.
* Vehicle tracking (For the use by security and police forces)
* Real-time monitoring of the earth crust movements such as land subsidence and vibration detection (used in crisis management)
* Customization of the intended system and the passive defense in marine navigation.

Most of the country projects in the above mentioned different parts, require the so called infrastructure, firstly, to be able to have an accurate estimation of details of the workflow and procedures in the planning phase, and secondly, by using this infrastructure in all executive phases, it will be possible to utilize a very high precise and speed positioning system and to accomplish the project in a time and costs saving manner, accordingly.

At the same time, the emerge of new technologies such as ultra-modern agricultural devices, road and construction device control systems, land registry and cadaster status real-time updating devices, high precise landing and take-off aircraft systems with bad weather conditions functionality, police accurate tracking systems, accurate natural resources and forestry monitoring systems, which are all designed and developed based on the application of so called systems, can be used to pave the way for applying all the latest modern technologies of the world.

Existing of such system, facilitates and speeds up the collection of information for geospatial information systems to provide an integrated and efficient management. Organizations and companies for water and sewage, electricity, gas, and telephone services, cadaster and land registration, municipalities and other organizations which commonly use geographic information systems, are able to collect and manage the needed data for features, buildings ,water and sewage and gas pipelines and power and telephone lines by using precise real-time positioning systems.

Strengthening of Real time kinematic (RTK)service by using Virtual Reference Station (VRS)technique
Due to the dispersion of permanent network stations of the country and to optimize and create a proper coverage of Real-Time Kinematic (RTK)service at centimeter accuracy, National Cartographic Center of Iran(NCC) has presented the Virtual Reference station(VRS)service in some provinces of the country. Accordingly, the users of this service can obtainunified and high accurate data in all areas covered by the network.

At present, the provinces of Tehran, Alborz, central and south Khorasan, East Azerbaijan, and some parts of Mazandaran are covered by Virtual Reference Stations (VRS) service.

Based on National Cartographic Center of Iran policy to strengthen the GNSS permanent stations network, the majority of the cities are supposed to be gradually covered by this service.
